Casselberry's Neighborhood Improvement Grant and your exterior quote
Casselberry's Neighborhood Improvement Grant Program reimburses 50% of an eligible exterior residential improvement, up to $2,500, for both individual homeowners and contractual HOAs inside city limits. It requires three quotes, and at least one of them has to come from a business located in Casselberry. Whether a rescreen is an eligible improvement is not stated in the published guidelines.
What is verified about it
Established by the City Commission in 2013 and run through the city's Planning Division.
How the last published cycle ran
- FY2025-26 allocated $25,000 to the program
- Applications opened 16 October 2025
- Applications closed 8 January 2026
- Funded projects due complete by August 2026
It is a reimbursement, not a discount at the point of sale. You pay for the work and the city pays half of the eligible amount back, up to the cap, after the project is finished and documented. Both individual homeowners and contractual HOAs can apply, which matters in a city where Deer Run, Sausalito, Huntleigh Woods, Hollowbrook West, Lost Lake Estates and Legacy Park all carry mandatory HOAs.

The eligibility question, unanswered
The published submittal requirements never name screen enclosures, porches or lanais. Do not plan a budget around this until you have that answer in writing from the city, not from a contractor.
The next cycle's dates are not published yet
Only the FY2025-26 cycle is published and that cycle has closed. Check the city's program page before assuming the window is open.
Why 'located in Casselberry' is doing real work here
This is the one place where hiring inside the city limits is not a slogan but a line item on a form.
The program requires three quotes and requires at least one to come from a business located in Casselberry. Not "serving Casselberry" — located in it. That is a meaningful distinction in a market where most of the operators bidding on a Casselberry cage are Orlando-wide crews with a Casselberry landing page and an address somewhere else.
Practical consequence: if you are applying, you need a Casselberry quote regardless of who you eventually hire. Getting one costs you nothing and it is a document the city actually asks for.
If you are applying, ask for a quote that itemises
- Panel count and the walls being done, not a single lump sum
- Mesh specification per wall, if the cage is mixed-spec
- Fastener and spline replacement as a separate line, since on an older Casselberry frame it is a real share of the work
- Whether a permit is included, and who is pulling it
This site's own eligibility to be that quote
The local-quote rule only works if the business is genuinely located in Casselberry. Until both are real Casselberry facts, this page must not be published claiming to satisfy the city's local-business requirement. That is a launch blocker, not a nice-to-have.
Two things this grant is not
It is not a county program
It is the City of Casselberry's own program, funded from the city's budget. If your Casselberry mailing address is in Fern Park or an unincorporated stretch of Deer Run, you are not inside the city limits and this program is not yours. That is the same boundary question that decides your building department, and it is worth settling once.
It is not a discount I can offer
No contractor can grant you city money, waive the three-quote requirement, or promise eligibility. Anyone who implies otherwise is telling you something about themselves. What a Casselberry-located business can do is be the local quote your application needs, and give you an itemised one you can actually submit.
Applying this cycle?
Ask for an itemised quote. It is a better document for the city than a lump sum, and a better document for you either way.
